The Ministry of Defence, under the Rules of Business, is entrusted with the defence of the Federation in peace and war, encompassing the Army, Navy, Air Force, allied forces, and related works. Its mandate extends to defence treaties (excluding procurement), military assistance to foreign countries, administration of the Northern Light Infantry, National Guards Act, Survey of Pakistan, and welfare of ex-servicemen. It oversees cantonment areas, military lands, acquisition of property for defence purposes, pardons for armed forces personnel, and administration of federal educational institutions in cantonments. Additionally, it regulates military awards, international humanitarian obligations under the Geneva Conventions, and the Fauji Foundation. Its functions further include the regulation and development of civil aviation, air navigation, aerodromes, the Airports Security Force, PIA Corporation, civil aviation agreements, meteorological organizations, and administrative control over statutory bodies established under recent legislation such as the National University of Pakistan Act, Pakistan Airports Authority Act, Civil Aviation Act, Air Safety Investigation Act, and National Logistics Corporation Act.
